In spite of her inability to appear even remotely feminine, FBI agent Gracie Hart (Bullock) is sent undercover to the Miss United States pageant as a contestant – Miss New Jersey - in the hope of finding a serial killer who has indicated that his intended next target will be one of the pageant members.

This movie sees Bullock probably at the top of her game, but is sadly marred by the terrible sequel. Bullock plays the bumbling and perpetually butch Gracie Hart brilliantly, and rarely steers from the characters direction, with Michael Caine playing the wonderfully camp Victor Melling with all of his heart.
