Public safety officer Erroll Babbage (Gere) is due for forced retirement and is assigned to train his replacement, Allison Laurie (Danes). When they hear about a case involving a missing girl, the two become dragged into the world of the sex offender and both Babbage and Laurie find themselves torn between stopping the monsters they are paid to stop or to become monsters themselves and stop the evil doers by any means.
It's sad that this movie feels so terrible as director Andrew Lau had directed some great movies such as Infernal Affairs. Unfortunately Gere's character is simply wrong for him, and even when he's trying to be horrible he looks sickeningly smug. Danes isn't really given much of an opportunity to do anything in the movie, she just sort of tags along, and the use of violence is far too over the top, with even the sfety officers beating people up.
